The 13th edition of the Winmau World Masters Youth was held on 27 and 28 November 1998 in the Lakeside Country Club, Frimley Green.

Welshman Paul Higgins won this tournament after defeating Keith Rooney from Ireland 3-2 in the final. On his road to the final, Higgins also beat Dialekti Johansson, Gordon Monckton and Savvas Georgiadis. Higgins became the second player from Wales to claim this title after Leeanne Maddock did so in 1992.
